The study tries to present racial conflicts implication causes called interethnic conflicts. These delicts are multidimentional phenomenon and therefore it is not possible to formulate an unambiguous conclusion concerning their causes. Analyses have been conducted in three main levels: legal, sociological and psychological. The theoretical part concentrates on the study of phenomena connected to a given topic such as prejudices, authoritarian type of personality, offenders´ typology, theory of unacknowledgement, theory of harm and processes of group dynamics etc. The empirical part offers several pespectives. Racially motivated acts during five years (1997 - 2001) have been statistically analysed on the basis of the Czech Republic Police information. The number of these acts has increased by 65 % during these recorded five years. Offenders of racially motivated crimes are mostly men in the age group between 15 - 25 years of age. As against suspections, only a smaller part of these offenders has belonged to skinheads movement. Victims of racially motivated assaults are mostly Romanies. Completed legal court records analysis showed that a criminal prosecution in majority cases has mostly been entered in a short time after the crime commitment and the length of criminal proceedings has mostly been shorter than national averages. The Police of the Czech Republic has failed in trivializing some cases by apprising them as offences. Courts´ failure can be anticipated particularly as an inability in finding their expression for statesments offending victim´s race even though they were expressly presented in the facts of the case decission. Conclusion from offenders´ psychological examination is that the whole group of offenders connected with interethnic conflicts are people with very low intelectual abilities and their acts often emerge from very primitive motives. The question of being guilty they mostly refuse. In the area of self-evaluation they suffer from the inferiority complex which they compensate by self-centredness and fixation to ideology. The analysis of media presentation of interethnic conflicts showed that Czech media do not contribute to improvement of majority population and Romany minority living together too much. Great problems are specially caused by vague and confusing statemants which conceal a real nature of interethnic conflicts implication. It is on detaching this problem from the society, reducing it on skin-heads and Romanies mutual war and on references to crimes, and on general problems with Romanies as a couse of assaults. Discussions with Romanies on a given topic showed that the situation is serious especially in respect to feelings of discrimination which are feelings Romanies have since their childhood without any exception. They percieve discrimination since their earliest age at school, at work and in other ways of asserting themselves. Relations with police are full of conflicts. They also anticipate a presence of so called „black“ racism. They see a problem of slowly progressing integration on both sides. A questionnaire investigation of the Czech Republic Police Academy students showed that a considerable manifestation of xenophobia of police - students of the Czech Republic Police Academy - are connected with their immediate practice. (Most of them regularly meet members of ethnic minorities). The level of preparation for these contacts they evaluate as mediocre or missing. Relations of police to various groups of fereigners and different ethnic 142 groups are differentiated. Distinctively negative attitude to Romanies has been noticed. More than a half of police members know a colleague with racial convictions but they have an explanantion as well as an excuse for this attitude. Police evaluation of Romany and Non- Romany population coexistence is negative. | ||
