Annotation	The lecture was intended preschool teachers, organizer of the Centre for Public Policy, held in Olomouc. Presentation gives information about education of children from the socio- culturally handicap environment and about realization of the early care in the Czech Republic. It is focused to clarify of very different terminology concerning of the support to children with the special educational needs with respect to balance of their educational chances. Presentation comes from the researches which confirm that kindergartens can be a safety place for children from the socio-culturally handicap environment. The place where children can cope with social and emotional deprivation from the family.
