Annotation This publication by a group of authors from the Institute of Criminology and Social Prevention has the aim of familiarising readers with the state of crime committed by juvenilie offenders at the turn of the millennium, meaning prior to the entry into force of the new Act No. 218/2003 Coll., on the Responsibilities of Young People for Unlawful Acts and on the Judicial System for Matters relating to Young People. The introductory passages in this publication provide a framework for each issue dealt with using annotated statistical data on criminal activities for the period from 1989. The reader will find here not only data relating to various aspects of juvenile crime, but will also gain an overview of other characteristics of criminal sub-culture in the Czech Republic. Included in the text are also passages on theoretical concepts underlying the causes and conditions of delinquent behaviour in the young and on reactions by society to this behaviour. In addition, readers can bečíme acquainted with an outline of the main theories of criminogenesis and gain a rough overview of the developmental aspects of the life of a young person from a criminological point of view. The central part of this publication is the presentation of survey results on juvenile crime drawn from two extensive empirical surveys. The first of these focuses on analysis of data on all the juvenile offenders who were prosecuted during the course of one year at selected district public prosecutors offices. The study relates to eight district public prosecutors offices; in each former province, the public prosecutors office was selected which exhibited the average incidence of prosecuted juvenile offenders for that region. In total, case files were analysed on 484 juvenile offenders who had committed 886 prosecuted offences. The study shows that the vast majority of recorded crimes by juvenile offenders in the Czech Republic relate to crimes against property (in contradiction to the picture painted by the media). Violent crime against life and health is not only numerically low amongst the juvenile offenders but is also – in the majority of cases – not very serious in terms of either the form it took or its consequences it provoked. The second empirical probe focused on studying a population of juvenile offenders who were given unconditional prison sentences by the courts. In addition to gaining general data on this part of the criminal population (154 men and 50 women), we focused in greater depth here on the case history and psychological analysis of selected offenders who committed criminal acts of robbery. Analysis of these cases is then accompanied in this publication by a theoretical study of the problem of robbery, documented by several case historie.
